PURPOSE: To improve efficiency for inference by saving labor for repeatedly investigate the candidate of a resource to be allocated many times in the case of investigating rules at the time of rule base inference to process the knowledge of specialists concerning allocation setting.
CONSTITUTION: A rule base 16 is provided to store the plural rules composed of a condition part to designate rule applying conditions, resource selection part to designate the resource candidate enabling allocation, and conclusion part to designate the selection reference of the resource. According to the condition part and the resource selection part of the rule stored in the rule base 16, the possibility of establishing the rule is investigated by a condition inspecting work selection execution part 31, the candidate of the resource to be preserved in a resource data base 12 enabling the allocation of a job preserved in a job data base 11 is selected based on the rule to be established and stored in an allocating candidate storage part 32, and the allocation of the job is decided to the resource candidate stored in this allocating candidate storage part 32.
