PURPOSE: To prevent an E-ring from falling off, by a method wherein an elastic member is located between the centrifugal weight and the E-ring of a governor, and the vibrating force of the centrifugal weight is absorbed through deformation of the elastic member to prevent propagation of the vibrating force to the E-ring.

CONSTITUTION: An annular elastic member 4, made of synthetic fiber or rubber, is situated between the centrifugal weight 3 and the E-ring 2 of a governor, and brim parts 4a and 4b are mono lithically molded to the lower and the upper end thereof. The vibrating force of the centrifugal weight 3 is absorbed through deformation of the brim part 4a of the elastic member 4 to prevent propagation of the vibrating force of the centrifugal weight 3 to the E-ring 2. This allows to prevent the E-ring from loosening and falling off.
