When a tag is stuck on a document by using a document utilizing tool 24, an annotation extraction part 62 extracts the tag from the document and a message generation part 63 converts a text written to the tag into a message which can be delivered by mail. A message management part 52 delivers electronic mail including the converted message to each of clients 10 and 20. A client user returns a message to the received electronic mail. A mail server function processing part 50 delivers the returns mail to each of the clients 10 and 20. At the same time, once a message extraction part 55 extracts the message from the electronic mail, an annotation generation part 64 converts the message into annotation and an annotation merging part 65 pastes the converted annotation on a corresponding document.
