To provide an antenna device, a communication device, and a manufacturing method of the antenna device which achieve reduced cost while improving antenna gain.

The antenna device 10 is provided with a dielectric body 1, and an antenna portion 2 which is installed facing the dielectric body 1, and radiates a radio wave to the dielectric body 1. A coarse-dense structure 13 consisting of dielectric portions 13a and air portions 13b, is formed in a peripheral part 12 of the dielectric body 1. For the coarse-dense structure 13 of the dielectric body 1, it is desirable that the dielectric portion 13a and the air portion 13b are formed at an interval less than one wavelength of an operation frequency of the antenna portion 2.
