PURPOSE: To restrain occurrence of noxious gas during the burning period, and enable it to be colored freely by making a lower layer or inner layer to be a conductive layer constituted from carbon black, or graphite and non- halogen polymer, and making a surface layer to be an antistatic layer wherein halogen polymer is blended with a specific rate conductive zinc oxide.
CONSTITUTION: A conductive layer 2 is constituted from carbon black, or graphite and non-halogen polymer in its lower layer or inner layer, and an antistatic layer 1 has a surface layer wherein 50-1500 pts.wt. conductive zinc oxide is blended to non-halogen polymer 100 pts.wt. The non-halogen polymer of the lower layer or inner layer and surface layer is rendered to further contain 10-500 pts.wt. inorganic flame retardant. The carbon black or graphite of the conductive layer 2 is available to be used by mixing them, and it can be used with ordinary conductive carbon black, for example, acetylene carbon, furnace carbon, or small diameter thermal carbon, or ketjen black. The blending rate is generally 20-100 pts.wt., and the conductivity is 108Ωcm or less, preferably, 104Ωcm or less.
