PURPOSE: To shorten process time of application device operation by performing injection of fluorescent slurry and injection of emulsion at one position and recovery of the fluorescent slurry and ending of the emulsion at another position respectively.

CONSTITUTION: A panel 1 to be applied with a fluorescent material is held by a carrier 2 and moved on an application device 18. A posture of the panel 1 is determined by a state of an angle changing rail 13 for leading an angle changing roller 12 of the carrier. Two points of an injection position 15 and recovery/emulsion ending position 16 are specified on the angle changing rail 13. A rail 20a for recovering slurry and a rail 20b for ending the emulsion are arranged in parallel at the position 16. The panel 1 passes through either the rail 20a or the rail 20b via an angle changing rail part 23 displaced from the position 15 to the direction perpendicular to the rail and further via an angle changing rail 24 to reach a drying position 17. Since switchover of rails is performed during process time, the process time can be shortened.
