PROBLEM TO BE SOLVED: To reduce effects on an ecosystem in an environment to be restored by introducing microorganisms which can decompose pollutants, nutrition for microorganisms, and an inducer which makes microorganisms develop a decomposition capacity into soil and measuring a pollutant concentration in soil.
SOLUTION: A tank 10 containing a chemical liquid containing microorganisms having a pollutant decomposing function inductively, a tank 11 containing a chemical liquid containing an inducer which develops/promotes the pollutant decomposing capacity of microorganisms, and an air compressor 12 are connected to a rotary rod 6 through a pump 17 so that microorganisms, the inducer, and air as nutrition for microorganisms can be introduced from the end of the rod 6 into soil through the inside of the rod 6. Solenoid valves 14, 15, 16 arranged between pipes 18 connecting the tanks 10, 11 and the compressor 12 with a pump 17 can be opened/closed by a control means, and the quantity of introduction into soil can be controlled corresponding to a pollutant concentration measured by a measuring means 13.
