PURPOSE: To facilitate understanding of operations by controlling lighting, winking and extinguishing of a display according to a card issuing process.

CONSTITUTION: When a user throws a bill into a bill slot 211, the amount of the money is displayed on a money amount display 213. Then the user pushes a switch among a purchase selection switch group 212 which corresponds to a desired purchase amount of money, and a card corresponding to the amount of money is issued from a card issuing port 202 of a card issuing device 700. Each purchase selection switch of the group 212 consists of a lamp built-in switch, the lamp of which is lighted if it is within a zone selectable by the money amount. A bill paying device 230 for returning change is provided with a bill tank for storing bills, and a bill paying port 232 formed in a front panel 201 through which bills are exhausted by the amount corresponding to the change.
