An exoergic composition supply part for supplying a moldable exoergic composition from outside, a cutoff part for cutting off the composition on the opening side of the recess, a base material supply part for supplying a base material along the opening side of the recess are provided in the recess of a hollow cylindrical rotor having the recess in a circumferential direction. When a face connecting the rotation axis of the cylindrical rotor and the cut off part is defined as a reference face, the base material is supplied at a position θ1 in a rotational direction from the reference face and the formula: 0°<θ1≤60° is satisfied.
