A recording start address and a recording end address of recording media 1 are updated to the same values at the start of recording and updated to different values at the end of recording. When power is turned on, an address comparison part 7 compares a recording start cluster address with a recording end cluster address supplied from a media reproduction part 5 via a management information generation part 6. When these cluster addresses matches, a continuity checking part 8 extracts a time code from cluster management information supplied by the media reproduction part 5 and checks extracted time code continuity. The last class address of which continuity has been checked is supplied to a media management information generation part 9. The media management information generation part 9 records the class address supplied by the continuity checking part 8 in the recording media 1 via a media recording part 4.
