An applicator 1 is chiefly composed of a coating solution storage container 2, a tip plug 6, a valve member 7, a seal packing 48, a ring member 8, a sponge 10, and a mesh material 11. The valve member 7 includes a pedestal portion 41, a spring part 42, and a guide pin 43, and these are formed with a resin as one body. The spring part 42 has three helical lines. A diameter of a roll of the helical line becomes small while facing the guide pin 43 side from the pedestal portion 41. A defoaming agent is combined into the coating solution, and the valve member 7 is performed by surfactant process.
