And a charging device 27 and a capping device 29 are arranged in a clean chamber 33 sanitized to a high level. These room 18 and chamber 33 are connected to each other by an asceptic air conveyor 19. These devices are arranged in a low level cleanroom 34 lower than an intermediate level cleanroom 18 and further, this low level cleanroom 34 is arranged in the inside of a factory building 35.
