PURPOSE: To execute certificate issuing operation only by one automatic certificate issuing machine by using an IC card as a personal card and previously storing certificate data in the IC card.
CONSTITUTION: A card insertion port 2a for inserting an IC card provided with an IC chip is formed on a front panel of a casing 1a for the automatic certificate issuing machine 1 and an IC card reader capable of using an IC card is arranged in the depth of the port 2a as a data input means. An IC card storing personal data such as address and name and certificate data such as identification(ID) number, resident card data and seal impression certificate data are prepared at the window of a residentiary autonomy and owned by each person. A person requiring a certificate inserts his (or her) own IC card to the card reader in the machine 1 and the contents of the IC card are read out by the card reader, so that a certificate can be automatically issued.
