To provide a film splicing device which can exactly cut and separate a surplus film, and can give an automatic function to a filling and packing machine equipped with a conventional manual film splicing device.

The film splicing device cuts the film F1 on the actually used side at a regular position by a film splicing mechanism 101 before film splicing operation to make a distinct terminal portion, and splices the start portion of the standby preliminary film F2 to the terminal portion. As a result exact film splicing operation can be conducted by a simple construction. Two sets of drive members each conducting the film splicing operation are separately mounted, and are controlled so that these members are switched in accordance with the switch between an actually used film roll and a preliminary film roll. As a result a turret mechanism can be saved, and the automatic function can be added to the filling and packing machine equipped with the manual film splicing device.
