If a location information of a photographing terminal 11 is in agreement with a location information of an object terminal 12 for a predetermined period, a grouping apparatus 17 regards that users A and B who own these terminals 11 and 12 belong to the same group, and performs grouping for the terminals, and registers a group information for the grouping at a database. If the photographing terminal 11 photographs an image, a destination determiner 18 determines a receiving terminal 13 relevant to the object terminal 12 as a destination terminal of the image data, based on the location information of the photographing terminal 11, the location information of the object terminal 12, and the registered group information, and informs it to the photographing terminal 11. The photography terminal 11 transmits the image data to the receiving terminal 13.
