CONSTITUTION: When a certificate 105 issued through a certificate printer 54 and a binding/seal overlapping two pages part 53 is not detected by a certificate extraction detection sensor 81 in the lapse of the set time after opening a shutter 40A, a stacker bottom board 103 is opened and the certificate is withdrawn in a certificate collection box 106. Thus, when the applicant forgets to take the certificate, the device takes it into the device automatically, so that the device with high security capable of preventing the certificate from passing into other hands can be obtained.
