PURPOSE: To enable the recycling of the treated water treated with a vacuum heat pump-type evaporation concentrating device as the dissolving water or diluting water for the processing liquid of an automatic photographic developing machine.

CONSTITUTION: An electrolytic cell 81 in which the condensed water flowing over from a reservoir 10 is housed and which electrolytically treats this water and is partitioned into an anode chamber 69 and a cathode chamber 68 with a diaphragm 80 is connected to this reservoir 10. A deaerating tank 89 for deaerating the electrolytically treated water is connected to the anode chamber 69. A liquid feed piping 63 for feeding and supplying the dearated water to a developing tank 95 and fixing tank 96 of an automatic photographic developing machine 101 is connected to this deaerating tank 89. A liquid feed piping 60 for feeding and supplying the electrolytically treated water to the developing tank 95 and the fixing tank 96 is connected to the cathode chamber.
