To provide a system capable of dealing with digital broadcasting by suppressing conversion of existing control and data processing and almost keeping the present processing intact in an existing system.
A data processing section 12 includes: a control data storage means for storing control data for transmission of a high definition television program or a standard program; a control data storage means for storing control data for switching control of a transmission band independently of the above control data storage means; and a check means for checking the propriety of the stored control data for a high definition television program broadcasting, the stored control data for a standard program broadcasting, and the band switching control data. The band control is made by using information of only a band file, and since the band file is used to designate the transmission state of all sequences, the band control has only to check two files, namely the revised control file and the band file when each control file is revised.
