The device includes a taking roller 11a, stamping roller 31, ejection roller 16a arranged along the paper transportation path H, and follower rollers 11b, 34, 16b thereof. Also, it includes a printing plate 33 mounted on the stamping roller 31, an ink roller 32 being in contact with the printing plate 33, and a driving motor 1M for rotation-driving each roller 11a, 31, 16a. In addition, the device is provided with a driving force transmission system 7 for transmitting driving forces of the driving motor 1M to each roller 11a, 31, 16a, and a controller 4 for controlling the rotation timing and rotation speed of each roller 11a, 31, 16a so as to implement stamping on a given position of paper. Then, the controller 4 is jointly installed with a setting part 6 for setting the rotation speed of the stamping roller 31, furthermore, the controller 4 is given a rotation speed controlling function for setting the rotation speed of the stamping roller 31 slower than a standard speed at a predetermined rate in terms of the output of the setting part 6.
