This automatic ticket issuing terminal issuing the betting ticket for the public race according to the operation of the user has: a storage means previously storing ticket issuing information including information about betting in issuing the ticket; a reading means reading the ticket issuing information recorded in the already issued betting ticket put in the terminal; a collation means collating the ticket issuing information read by the reading means and the ticket issuing information stored in the storage means before the ticket issuing; and a processing means deciding validity of the betting ticket according to the collation by the collation means, cancelling the purchase of the betting ticket when it is decided that the cancellation is possible and performing the refund.
