Then, a central monitoring device 2 provided in the service center 10 demodulates the radio wave 7 received from the automobile 9 and lets it be automobile data and at the same time traces back the received radio wave 7 to divide an automobile identification number and the state signal of the state where the automobile 9 is placed from automobile data and detects what is generated in the automobile 9 from the state signal of the automobile 9 among a traffic accident, a fault, a theft, emergency, etc. In accordance with the result, the kind, the position and the state of the automobile 9 are reported to the notification destination 6 such as the police, a medical facility, a repair shop, etc.
