To provide an axle image generation device, an axle image generation method, and a program capable of improving visibility of an axle of a vehicle that has arrived at a toll booth and accuracy of the vehicle type identification.SOLUTION: An axle image generation device 30A includes: an image section 26A for capturing an area including at least a height at which an axle can be detected as an imaging range for a vehicle entering a lane; an illumination section 27A for emitting light to a range on one side of the lane direction away from a distance from the imaging section 26A in the imaging range; and an image generation section 220A for generating an axle image capable of detecting the axle of the vehicle based on the image captured by the imaging section 26A.SELECTED DRAWING: Figure 2
