A peeling layer 105 is formed on a transfer film 104. A transparent indium-tin oxide(ITO) electrode layer 102 is formed on the peeling layer 105, and an adhesion layer 106 is formed on the ITO electrode layer 102. Subsequently, the transfer film 104 is caused to adhere onto a back plate 101 with the peeling layer 105, ITO electrode layer 102 and adhesion layer 106 interposed. The transfer film 104, peeling layer 105 and adhesion layer 106 are vaporized and removed by heating them successively. Then, a phosphor layer 103 of the same size as an effective image plane is formed on the back plate 101 with the ITO electrode layer 102 interposed. Formation of the peeling layer 105, ITO electrode layer 102 and the adhesion layer 106 on the transfer film 104 and formation of the phosphor layer 103 on the ITO electrode layer 102 are conducted by, for example, screen printing.
