To provide a bag-making and packaging machine favorably keeping a conveyance condition of a film even when dancer rollers cannot be arranged between a former and a conveyance belt.

The bag-making and packaging machine includes a film supply mechanism 11, the dancer rollers 12, 13, the former 15, a first conveyance mechanism 14, a second conveyance mechanism 16, a control part, and seal mechanisms 17, 18. The first conveyance mechanism is arranged downstream in a conveyance direction of a sheet-like film relative to the dancer rollers, and moreover, upstream in the conveyance direction of the sheet-like film relative to the former. The second conveyance mechanism is arranged adjacently to the former, and it conveys a tubular film at a speed faster than that of the first conveyance mechanism. The control part controls the driving parts of the respective conveyance mechanisms independently, thereby varying a conveyance condition of the film between the first conveyance mechanism and the second conveyance mechanism.
