PURPOSE: To make the production cost cheap, prevent the leak of cream, and avoid the slip of hands, by making the inner cloth with plastic film and the outer cloth with nonwoven fabic, followed by forming a bag in such a way that both edges of the vertical ends of said bag are pinched and sealed by heating.

CONSTITUTION: A nonwoven fabic 2 having the nap 2a as an outer cloth is laminated closely on a sobt plastic film 3 as an inner cloth. There clothes are cut in fan shape, the upper part 1a and the lower part 1b are opened, the joint 4 is joined to give the bag 1. The joining is carried out in such a way that the both ends of inner cloth are faced each other to saudwich the outer cloth from above and belous and seal by heating.
