At a banding segment of an automatic transferring and finishing device, a tape 20c near an end part 4a of a paper block 4 is gradually loosened because there is no pressing plate there. In order to prevent this phenomenon, there are provided tape sucking holes 37 comprised of a plurality of holes for use in sucking the tape in a forward transferring direction of a heater segment 32. When the tape 20 passes over the tape suction holes 37, the extremity of the tape is pulled and moved while being sucked with a strong suction force, so that the looseness of the tape 20c is eliminated and both the extremity and the rear end of the tape 20 wound around the paper block 4 under this state are heated and melted with the heater segment 32 so as to perform a positive banding operation.
