PROBLEM TO BE SOLVED: To predict the bandwidth of an arbitrary position other than positions where bandwidths have been measured.SOLUTION: This system acquires positional information indicating a first position where a bandwidth is to be predicted (200, 202), and predicts a bandwidth at the first position using bandwidth measurement values that were preliminarily measured at a plurality of second positions (206-210).SELECTED DRAWING: Figure 10
