In the area between the base 2 and foundation concrete 1, at least in the position of fixing by anchor bolts 3, a base isolation is introduced where a rubber packing 5 penetrated by the anchor bolts 3 is interposed. Bolt holes in the base 2 are given a diameter greater than the diameter of anchor bolts 3, and the rubber packing 5 is provided at the surface with a cylindrical projection 51 inserted into each penetrating hole from below, and each anchor bolt 3 penetrates the cylindrical projection 51.
