To provide a base material for cleaning waste water which is used as a carrier where a microbe contributing to the cleaning of industrial waste water, domestic waste water or the like propagates itself easily and which is obtained from woody chips by a lower-cost manufacturing method and to provide the method for manufacturing the base material for cleaning waste water.

The method for manufacturing the base material for cleaning waste water includes the steps of: cleaning wood chips, which are obtained by chipping wood, in an ultrasonically-vibrated dilute aqueous solution of sodium carbonate; further cleaning the cleaned wood chips in an ultrasonically-vibrated solution of titanium oxide fine powder; and drying the further-cleaned wood chips.
