PROBLEM TO BE SOLVED: To promptly notify users of terminals of emergency information.SOLUTION: A base station 110 includes a reception unit 111 and a notification unit 112. The reception unit 111 receives report information reporting the occurrence of an emergency state from terminals 121, 122, ... in a cell of the base station 110, and outputs the received report information to the notification unit 112. The notification unit 112 notifies terminals in the cell of emergency information indicating the occurrence of the emergency state if the number of pieces of the report information output from the reception unit 111 exceeds a prescribed value.SELECTED DRAWING: Figure 1
