A control section 307 sets timings for transmitting a ranging response corresponding to ranging requests from a terminal device for each part between a periodically disposed broadcasting signals, and sets timings for receiving the ranging requests in association with the broadcasting signals and ranging responses, thereby constituting an LCCH 1. Further, the control section 307 deviates an LCCH by 1/2 of an LCCH interval value, thereby forming an LCCH 2. The control section 307 assigns the LCCH 1 to a logic control channel 101, and assigns the LCCH 2 to a logic control channel 102. Upon receiving a range request from the terminal device, the control section 307 carries out channel assignment for the terminal device having transmitted the ranging response at a frequency band different from that for the logic control channel 101 and the logic control channel 102.
