To provide a base station controlling a wireless scheduling of a wireless link in response to a service class by each user and to provide a wireless communication system.

The base station with the wireless scheduling function including, a first table wherein a first priority is cross-referenced with each packet type, and controlling transmission sequence of packets to be transmitted to a wireless link, uses a second table wherein a user identifier is cross-referenced with each packet sender or each destination address, third table information wherein a service class is cross-referenced with each user identifier, and fourth table information wherein a second priority is cross-referenced with each service class so as to control the transmission sequence of the packets to be transmitted on the basis of the first and second priorities. The service class is a contracted service class by each user identifier.
