After an ink-like resin member 32 is poured into a recess part 31 of a plate member 30, the unnecessary ink-like resin member 32 adhering to a surface of the plate member 30 is removed. A flexible pad member 34 is pressed to the plate member 30 to make the ink-like resin member 32 inside the recess part 31 adhere to the flexible pad member 34. The flexible pad member 34 to which the ink-like resin member 32 adheres by first transfer is pressed to at least one side of both thrust dynamic pressure surfaces of a rotating member 22 and a fixed member 13, and the ink-like resin member 32 at the flexible pad member 34 side is transferred to the thrust dynamic pressure surface side, thereby forming the resin sliding film PR.
