To provide a binder resin solution composition which suppresses increase in solution viscosity and shows a stable solution property with time.
The binder resin solution composition comprises (A) a carboxy group-containing chlorinated propylene polyolefin having a chlorine content of 10-40 mass% and a graft rate of at least one unsaturated carboxylic monomer chosen from a carboxylic acid and a carboxylic anhydride of 0.3-10 mass% and (B) a mixed solvent of at least one hydrocarbon solvent (a) chosen from an aromatic hydrocarbon and an aliphatic hydrocarbon and at least one polar solvent (b) chosen from cyclic ethers, amides, sulfoxides and alcohols having a carbon number of ≤3 mixed at a mass ratio (a)/(b) of 99.7/0.3 to 66.5/33.5. The composition has a solid concentration of 10-40 mass%.
