The film containing a dried emulsion includes: a first component having a water-soluble drug and a first polar solvent; a second component having an aliphatic polyester and a non-polar solvent; and a third component containing water-soluble polymer and a second polar solvent. Besides, the processes for forming the film include: a step of forming a first non-polar composition; a step of forming a second polar composition; a step of forming by bringing the first non-polar composition into contact with the second polar composition; a step of forming a microsphere having at least one of the biodegradable polymer; and a step of forming the film.
