This is a black and white thermal developping photosensitive material having at least photosensitive silver halide, non-photosensitive organic silver salt, a reducing agent of silver ions, and a binder at least on one surface of the support; and an image forming method.(1) The above non-photosensitive organic silver salt contains at least one of the silver salt of an azole compound and silver salt of a mercapto compound, and (2) the above photosensitive silver halide is improved in spectrum by a spectral sensitizing coloring matter, and this spectral sensitizing coloring matter is adsorbed in multilayer on the surface of the above photosensitive silver halide.
