To provide a block which retains superior water permeability and water retainability and is relatively light in weight.
The block 10 is formed by putting a mixture 15 in a form 16, the mixture being made by stirring volcanic ash-and-sand 11, cement 12, water 13, and a granulator 14 with a mixer 21, and solidifying the mixture 15. The granulator 14 is a high molecular compound made of a complex of an acrylic acid-methacrylic acid dimethylamino ethyl copolymer and a magnesium salt and a polyethylene imine. In the mixture 15 put in the form 16, the granulating behavior of the granulator 14 causes groups of grains of the volcanic ash-and-sand 11 and cement 12 to bond and aggregate together to form a solid mesh structure, in which a limitless number of continuous air gaps absorb or permeate moisture efficiently. The block 10 thus exerts superior water permeability and water retainability.
