PROBLEM TO BE SOLVED: To provide a bobbin setting device capable of properly feeding a bobbin, and a yarn winder.SOLUTION: A ball lifting device 60 includes a bobbin holding part 52 that holds a bobbin 48 for winding spun yarn 10 and that operates to feed the bobbin 48 to a target position, and a ball lifting device control part 31 that stops a feeding operation performed by the bobbin holding part 52, when an obstacle hindering the feeding operation exists in the target position.
