PURPOSE: To get the most suitable BIR signal corresponding to a load range and a rate of variation of output by a method wherein each of a height of BIR signal, rates of variation of an inputting rate and a removing rate is separately calculated and adjusted in response to a value (a load range) for holding an output instruction when an output is started to vary, and in response to a predetermined rate of variation of output.
CONSTITUTION: As an output target value to be inputted to a limiter 3 for limiting a rate of variation of input is varied from a load of 50% to a load of 100%, for example, and inputted, a changing-over device 14 may hold an output instruction at that time, this signal 15 is fed to a calculation output circuit 24, the most appropriate height L is calculated and outputted in response to a preinputted data in reference to a size of the load range (50%) and a signal 2' of a rate of variation of output. A signal of which height is limited is fed to the limiter 20 for limiting a rate of variation at an inputting part and an outputting part, each of a rate of variation (x) and (y) of an inputting rate and a removing rate is separately and most suitably limited by instructions from calculation circuits 25 and 26 for use in performing a calculation in response to a load range applied by the holding signal 15 and a signal of a rate of variation of output, resulting in forming a BIR signal 21 which is added to a basic fuel instruction 31 at an adder 22 and then a fuel instruction 23 is fed to a boiler.
