PROBLEM TO BE SOLVED: To provide a decoding method which reduces the data amount of a quantization matrix transmitted from an encoder to a decoder.
SOLUTION: The complete quantization matrix for quantizing inversely a quantization coefficient is decoded by using the coded close quantization matrix.
