An electromagnetic brake main part 16 is housed in a winding drum 1 by using part of the winding drum 1 as a brake drum D. A cylindrical member integratedly rotating with the winding drum 1 is continuously installed in the winding drum 1, and the electromagnetic brake main part 16 is housed in the cylindrical member 3 by using the cylindrical member as the brake drum D. The electromagnetic brake main part 16 is composed of a brake shoe 17 capable of coming in contact with or separating from the inner circumferential surface of the brake drum D; and a pressing means pressing the brake shoe 17 with a spring to open by electromagnetic force.
