CONSTITUTION: Guide side walls 1 are erected face to face in the water in the lateral direction at a preset interval, and multiple triangular reinforcing walls 12 are provided on the outside of the guide side walls 1 to reinforce them. A hollow caisson lift levee body 3 is stored between the guide side walls 1, and rubber fenders 31 are arranged in the vertical direction on the side faces of the lift levee body 3. Flow holes 15 are bored at the lower section of the guide side walls 1, and water is guided between the guide side walls 1 below the lift levee body 3 when it is lifted. Air vent holes 32 and drain holes 33 are bored at the upper section of the lift levee body 3, and the air in the levee body 3 is discharged to the outside when the lift levee body 3 is sunk. The water quantity in the levee body 3 is adjusted to adjust the buoyancy, and the height of the levee body 3 can be changed according to the wave height.
