When activating information from the starting source 45 is received by an activation detecting unit 40 of a broadcasting exchange 3, a warning tone and a message from a sound source 50 are broadcasted by being transmitted to a broadcasting terminal 20 with an amplifier IF(interface) 30, an amplifier 35, a broadcasting IF 10 by way of a conference unit 60 by a highway 7 and if a response is received, the broadcasting IF 10 is connected to the conference unit 60 by a control part 5. A ringer of call is transmitted from the control part 5 to an extension terminal 90 with an extension IF 80, if the response is received, the extension IF 80 is connected to the conference unit 60 by the highway 7 and the conference call is enabled. The specified terminals are also treated as a group and a pair.
