To provide a broadcasting system tat can surely display a highlight scene on request of a user and charge even in an environment where no sufficient communication band exists or program data cannot always be viewed.

A server 20 is provided with a trigger information extract means 31 that extracts trigger information used to cut out highlight data from program data, a highlight data cut-out means 32 that cuts out the highlight data from the program data on the basis of the extracted trigger information and a charging means 35 that conducts charging in response to a request from a user. When receiving a request of highlight data from a user, the server 20 utilizes the trigger information corresponding to the request to cut out the highlight data from the program data, transmit the highlight data to the user and applies charging to the user.
