PURPOSE: To improve an inspection operation and to effectively utilizing a waterless printing plate for inspection by improving the insertability of the waterless planographic printing plate while a brush roller is held stopped and increasing the exposure of the waterless planographic printing plate for inspection.

CONSTITUTION: The rotation of the brush roller 30 is stopped and the transportation of the waterless PS plate 12 is started. Since the roller 32 on the lower side of the brush roller 30 is freely rotatable, the smooth insertion of the printing plate is possible. Only the same place is brushed to a band shape by starting the rotation of the brush roller 30 after positioning. This brush width is inspected visually or the like by an operator (the adequate value of the brush width is 7±1mm). An inspection OK is displayed in the case of OK as a result of the inspection. The brush position is adjusted and thereafter, the inspection is continued in another place on the same waterless PS plate 12 in the case of NG. The request for reinspection is displayed and the discharge treatment from between the brush roller 30 and the roller 32 ends when the number of inspectable times is exceeded.
