To provide a burner and a reformer that can secure good maintainability, reduce the space required, and be made compact, the burner vaporizing liquid fuel using a heating surface.
The burner that burns liquid fuel by vaporizing it and mixing it with an oxygen-containing gas comprises a casing provided with an oxygen-containing gas inlet and having an opening at its lower end; a nozzle through which the liquid fuel flows down into the casing; and a heating surface provided inside the casing for vaporizing the liquid fuel that flowed down. The burner has a burner mat provided at or downstream of the opening and has a nozzle downstream of the burner mat for supplying a hydrogen-electrode off-gas. The reformer that provides a reformed gas by reforming raw materials for manufacture of hydrogen has the reformer burner that supplies heat for a reforming reaction by vaporizing liquid fuel, mixing it with an oxygen-containing gas, and burning the mixture.
