To provide a communication system optimum for both quality priority and economicity and rational for a user, capable of securing speech quality by executing end-to-end systematic control between both the VoIP communication equipment of call origination and termination and switching speech communication to a PSTN suppressed in quality degradation when the speech quality is degraded in an IP phone utilizing an IP network, charging for a phone call through the PSTN as well in the VoIP communication equipment on the IP call origination side at all times, and returning from the speech communication through the PSTN to the IP speech communication again when the communication quality of the IP network is improved further, the VoIP communication equipment and a communication method.
IP frames including information capable of control are transmitted and received between both the VoIP communication equipment of the call origination and call terminal during communication, and when the VoIP communication equipment on the call termination side detects the degradation of the speech quality, the IP frame including changeover request information instructing the changeover from the speech communication by the IP network to the speech communication through the PSTN is transmitted to the VoIP communication equipment on the call origination side. The VoIP communication equipment on the call origination side which receives the changeover request frame originates a phone call through the PSTN to the VoIP communication equipment on the call termination side.
