A communication system mediates real-time bidirectional communication through the IP network 3, provides service to the terminals, stores receiving tolerance per prescribed time into a storage part, and when a call connection request is received from the terminal, counts up a receiving counter value which is the number of call connection requests received within the prescribed time, when the counted-up receiving count value is a value larger than the receiving tolerance, does not permit service start to the terminal transmitting the call connection request, and when the counted-up receiving counter value is a value smaller than the receiving tolerance, permits service start to the terminal transmitting the call connection request.
