An ultraviolet transmissive filter 16 is rotatably installed in front of a light emitting surface of a flash part 13 with a shaft 17 as the center. When irradiating only the ultraviolet light to an object, the ultraviolet transmissive filter 16 is moved to a position (a position indicated in the figure (C)) for shielding the light emitting surface of the flash part 13. When irradiating the visible light to the object in ordinary photographing, the ultraviolet transmissive filter 16 is retreated to a position (a position indicated in the figure (B)) of not shielding the light emitting surface of te flash part 13. A fluorescent image of cutting the visible light by the ultraviolet transmissive filter 16 is photographed, and the correctness of the paper sheets is determined by its fluorescent image.
