A light emitting element 12, light receiving element 14, control driving circuit 32, and semiconductor integrated circuit 36 or the like are mounted on a card substrate 10, an optical signal obtained by the light receiving element 14 is converted into an electric signal, information corresponding to this electric signal is processed by the semiconductor integrated circuit 36, and display information is generated by the processing of the semiconductor integrated circuit 36. Then, the electric signal corresponding to this display information is outputted to the control driving circuit 32 and the light emitting element 12, an outgoing light 26 is emitted from the designated light emitting element 12 to an outside device, the transmission and reception of information is operated by using the optical signal as a transmitting medium, and information is displayed by the light emitting element 12.
